A former San Bernardino police officer was sentenced Monday to 25 years in federal prison for forcing prostitutes to have sex with him while he was in uniform.

Jose Jesus Perez, 47, of Menifee was convicted in May of two felony counts and one misdemeanor count of deprivation of rights under color of law for sexually assaulting two women in 2011. Perez worked in the vice division, which investigates prostitution, among other things.

Two prostitutes, whose identities were not released, told investigators they engaged in sex acts with Perez out of fear of arrest, according to acting U.S. Atty. Stephanie Yonekura's office.

One woman testified at trial that Perez forced her to perform oral sex on him in his patrol car. Another said Perez lured her to a vacant lot and forced her to have sex with him next to his car and again in motel rooms, prosecutors said.

The federal investigator probing allegations that Secret Service agents and a White House volunteer hired prostitutes in Colombia has resigned over his own problem with a prostitute in Florida, it was reported Tuesday.

Department of Homeland Security investigator David Nieland left the agency Aug. 9, according to The New York Times.

He cited health as the reason — but department officials said he left after refusing to answer questions from officials at Homeland Security about the Florida incident, The Times reported.

Nieland was allegedly seen in a building under surveillance for prostitution in Broward County, Fla.

A prostitute later identified him and said he paid her for sex, The Times reported.

In an email to the paper, Nieland said the allegations were not true.

Nieland was in charge of probing the 2012 scandal that involved Secret Service agents bringing hookers back to their hotel rooms ahead of President Obama’s arrival in Colombia.

A White House volunteer also brought a prostitute to the hotel, The Washington Post reported — but the information was quashed because it would embarrass the administration ahead of November elections.

Thirteen Secret Service agents were implicated in the international imbroglio, which cost some of them their jobs.

Nieland told staff members of a Senate Homeland Security subcommittee that he was asked to delete derogatory information about the volunteer from the 65-page public report, The Times reported.

Ohio trooper pleads guilty to civil rights charges

A former state trooper accused of forcing female motorists into sexual acts in exchange for dropping traffic charges pleaded guilty on Wednesday to violating their civil rights.
Bryan Lee, who was a member of the Ohio State Highway Patrol, also pleaded guilty to cyberstalking involving threatening messages sent to a woman pulled over twice within a month's time, the U.S. Department of Justice said.
Lee's guilty plea in federal court in Columbus followed an investigation into traffic stops performed by him from 2006 through October of last year.
The government said Lee acknowledged forcing women into sex acts while they were under arrest or handcuffed and photographing some of the acts. A message was left with Lee's attorney. No sentencing date was set.
Lee, 30, worked out of the patrol's Lancaster post, with the incidents happening in Fairfield and Licking counties, the patrol said.
A routine inspection of dash cam video uncovered the wrongdoing, said patrol spokesman Lt. Craig Cvetan. Lee was seen asking two women questions inconsistent with a traffic stop involving possible impaired driving, such as where the women had come from and where they were going, Cvetan said. Lee later turned off the microphone so no audio was recorded, Cvetan said.
Lee also took a photo of a female passenger without her shirt on in exchange for dropping charges against the driver, Cvetan said.
The patrol asked the FBI for assistance, and Lee was placed on desk duty when the investigation began, then he resigned in November 2013 ahead of being fired, Cvetan said.
"Public trust is one of our No. 1 priorities, and individuals like this tend to compromise that trust," Cvetan said. "That's exactly why we moved swiftly to have him removed from our organization and pursued the criminal charges against him."

PBSO deputy resigns after prostitution allegations

A former Palm Beach County Sheriff's deputy was told to either give up his badge, or possibly face criminal charges for allegedly having sex with prostitutes in his patrol car.

Former Deputy Moses Baker resigned in July after an internal affairs investigation started in February.

According to the internal affairs investigation report, several prostitutes told investigators they had sexual relations with Baker.

The Palm Beach County State Attorney's Office contacted the governor's office because they felt uncomfortable handling the case due to Baker's law enforcement ties in the county.

Baker's father is a judge and his sister is a prosecutor with the Palm Beach County State Attorney's Office.

The Martin County State Attorney's Office was selected to handle the investigation.

According to their executive assignment disposition memorandum: "During the week of February 23, 2014 PBSO Internal Affairs received information that Deputy Baker had engaged in sexual activity with known prostitutes while on duty."

A letter was sent to Governor Rick Scott on Oct. 23rd stating that the investigation was finished.

According to the letter, Baker had to:

1. Immediately relinquish his certificate as a law enforcement officer.
2. Take an HIV test and submit the results to the state attorney's office.
3. Complete a five hour class called "Prostitution Impact Prevention Education Class."

According to the letter, "As a result of this, no charges will be filed against Mr. Baker. Mr. Baker has completed these requirements, therefore this case is closed."

Former FBI Agent and attorney Stuart Kaplan reviewed the reports for WPTV.

"Clearly any deputy or any law enforcement officer having sex in a marked patrol car under any circumstances is inappropriate," Kaplan said.

He says the situation was handled correctly.

Gulfport police officer faces on-duty sex charge

GULFPORT -- A former Gulfport police officer turned himself in Friday on a charge alleging he tried to sexually assault a woman he was helping while on duty the night of June 8.

Mario Hill, 32, of Gulfport, faces a charge of attempted sexual battery from an incident that reportedly involved a woman who was in the back of his patrol car but was not under arrest, Harrison County Sheriff's Sgt. Joe Strum said.

A grand jury will review the case.

Strum said Hill had responded to a passer-by's complaint of a domestic dispute near the Legacy condominiums. Hill went to Beach Drive and Mockingbird Lane and put two women in the back of his patrol car, Strum said, and was driving them to a Motel 6 when he took a detour and stopped the car at Johnson Drive just east of 8th Avenue.

A Mississippi Bureau of Narcotics agent drove by the patrol car. The agent recognized Hill and believed he was urinating outside his car while a passenger was in the back seat, Sturm said. The agent at first didn't realize a second woman was there.

One of the women, a 21-year-old from Hattiesburg, alleges Hill forced her out of the patrol car, pushed her against the cruiser and touched her private parts through her clothes. The woman claims Hill then pulled out his penis and said, "Hey, look at this."

When the MBN officer drove by, Hill zipped up his pants and drove the women to their hotel, Sturm said, and the agent called police officials.

Papania said he reassigned Hill to non-enforcement duties pending an internal investigation.

Sean D. Harrington, 36, resigned from the CHP's Dublin office Wednesday and has apologized to the department, his victims, and the public, according to a statement released by his attorney, Michael Rains.

Harrington’s actions were “simultaneously improper, impulsive, and entirely insensitive to the privacy rights” of his victims, the statement said. Rains said that his client was “embarrassed” that he tarnished the CHP’s reputation.

“It is his sincere hope that members of the public will not fasten mistrust on his former law enforcement colleagues in future encounters,” Rains said.

According to the criminal complaint filed against Harrington, he went through the phone of a 19-year-old woman who was in custody on suspicion of DUI on Aug. 6 while she was being treated at a local hospital. Harrington sent photos from her phone to his, according to Contra Costa County prosecutors.


On Aug. 29, Harrington allegedly searched another woman’s phone while she was in jail for a DUI arrest and sent revealing photos to his phone.

Harrington forwarded the photos to two colleagues, prosecutors said. Investigators examined the phones of Harrington’s coworkers and have so far decided not to charge anyone else.

PORTLAND, Maine — A former chief of the Maine State Police will serve four years in prison after pleading guilty Tuesday to charges that he repeatedly sexually assaulted a young girl earlier this year.

Under the terms of a plea agreement, Andrew Demers, 74, of New Gloucester, pleaded guilty to Class B unlawful sexual contact and Cumberland County District Attorney Stephanie Anderson agreed to drop a Class A charge of gross sexual assault.

Justice Thomas Warren sentenced Demers to five years in prison with all but four years suspended, and three years of probation. Demers must turn himself in at the Cumberland County Jail at 9 a.m. on Nov. 11.

Demers, who served 26 years with the Maine State Police and held the position of chief from 1987 to 1993, was arrested on March 17 and initially charged with Class B unlawful sexual contact with a person younger than 12. But in April, a Cumberland County grand jury indicted Demers on the more severe count of Class A gross sexual assault and Class B unlawful sexual contact.

He pleaded not guilty to the charges in April.

But on Tuesday, Demers told Warren that he was guilty of the lesser charge. His attorney, Walt McKee, acknowledged in a sentencing memo that after his arrest, Demers attempted suicide by overdosing on medication prescribed for a heart condition. While in the hospital, he confessed “to touching the victim and having her touch him” between 5 and 10 times in February and March 2014.

McKee asked the judge to consider factors, including Demers’ “exemplary” career, in determining a sentence, but Anderson asked for nine years in prison.

Anderson pointed to a key piece of evidence, a two-minute videotape of the victim, taken by the victim’s father on a cell phone.

Anderson said the two were in the car one day when the girl began describing the sexual acts. The father stopped the car and asked the child to repeat what she’d said while he videotaped it.

New Mexico Man Pleads Guilty to Charges of Sexual Assault of Female Inmates In His Custody

Washington, DC - John Greene, 70, a former captain at the Gallup-McKinley Adult Detention Center (GMADC), entered a guilty plea to charges related to the sexual assaults of female inmates in his custody. Greene pleaded guilty to three counts of violating each of the victim’s right to bodily integrity by engaging in sexual contact against their will. Greene also pleaded guilty to two counts of making material false statements to the FBI when he denied both touching the breasts of one female inmate and having personal contact with another female inmate.

According to court documents, Greene admitted that in his capacity as a captain at GMADC, he had regular access to female inmates when he accompanied them to court hearings, transported them to other facilities, and had them brought to his office. This regular access gave him the opportunity to engage in unwanted sexual contact with three different women in December 2008 and January 2009. Greene committed these acts, knowing it was wrong, against the law and without the victims’ consent, but he did so anyway for his own gratification.

Greene also admitted that he lied to the FBI about his conduct on two occasions.

Under the terms of the plea agreement, Greene will be sentenced to five years of probation. As part o

Groping Suit Against U.S. Park Rangers Will Proceed
A visitor to Yosemite National Park can pursue a malicious prosecution claim against three park rangers who allegedly groped her breasts and crotch during an unwarranted search, a federal judge ruled.
Michelle Mazzetti was in a park campground with friends when Yosemite park rangers approached them to address complaints about a vehicle whose male occupants had been acting disrespectfully and driving too quickly through the campground, according to Mazzetti's complaint.
The rangers - including defendants Christopher Bellino, Brendan Bonner and David Sanchez - rounded up Mazzetti and her friends at a picnic table and questioned them.
Mazzetti says Bellino and Sanchez told them they were not free to leave and threatened to use handcuffs. After a few minutes, one of the male members of the group admitted that he had been driving the vehicle.
Mazzetti told the rangers that she had just walked up from the river, had not been in the vehicle, and did not want to be part of the investigation. The rangers ordered her to sit down, then asked for her identification. When Mazzetti got up to retrieve her identification, Bellino and Sanchez grabbed her, she says.
Mazzetti claims Bellino threatened her with a Taser, and that the rangers continued to physically and verbally threaten her, though they had no reason to believe she had been involved in any criminal activity.
An audio-video recording shows that after Bellino threatened Mazzetti with a Taser, he told Bonner that Mazzetti was being "uncooperative," but that she had begun being cooperative. However, Bellino and Bonner still agreed to arrest Mazzetti and take her to jail, the complaint states.
The rangers walked Mazzetti - who was wearing shorts, a bathing suit top, and a loose fitting T-shirt with its sleeves cut off -to one of their vehicles, where they handcuffed her, she says.
Ranger Michael Hastings was sent to watch the other members of Mazzetti's group at the campsite, while the other rangers decided to search Mazzetti. Although Bonner stated that a female ranger would be on duty soon, he and Bellino moved Mazzetti to the other side of the Ranger's video, out of the view of her friends, to search her, according to the complaint.
The two rangers allegedly taunted and touched Mazzetti and ran their hands through her hair. Bellino told Mazzetti he would have to search her breasts, at which point Mazzetti was placed in a stress hold and Bellino and Bonner groped her, Mazzetti says.
Mazzetti says she screamed at them to stop and that they were hurting her. Bellino told Mazzetti he had to search her groin area and the rangers forced her to the ground, the complaint states.
The video shows Bellino and Bonner grabbing Mazzetti's bare knees and prying her legs apart so that they could touch her groin, while Mazzetti screamed for them to stop, according to the complaint.
The two rangers removed Mazzetti's shoes and put her in the back of the ranger vehicle.

A 20-year-old Georgia Tech student awoke groggy and in pain in a French Quarter hotel after a May 2013 fraternity formal. She felt like she'd been drugged and raped. Beside her, someone had left a box containing a morning-after pill.

She would spend the next year and a half trying to get the New Orleans Police Department's Special Victims Section to investigate her complaint. Her ordeal is emblematic, victim advocates say, of the police department's longstanding and widespread problems in handling rape and abuse investigations.

A new report by the city's inspector general singled out five detectives, outlining findings that suggest over the course of three years they largely ignored hundreds of reports of rape and child abuse. The inquiry focused on those detectives' cases from 2011 through 2013.

But the experience of the Atlanta college student, detailed this week by a crime victim advocate, and the stories of other women who have come forward suggest problems extend beyond those detectives.

Not knowing what to do, the Georgia Tech student returned home and tried to report the rape to New Orleans police. But no one returned her calls. She hired a lawyer and a private investigator, and they both tried calling the NOPD. Still no response.

Finally, the investigator, a former FBI agent, called the Metropolitan Crime Commission, a nonprofit watchdog group. The group contacted then-Superintendent Ronal Serpas. Last August, the woman flew back to New Orleans for a 90-minute interview with two sex crimes supervisors, Lt. Louis Gaydosh and Sgt. James Kelly, at the crime commission's office on Poydras Street. Since that day, however, the woman, her lawyer and her investigator have not been able to get any information out of the department -- not even an initial report.

On Monday we reported of an incident of carnal knowledge, where it was reported that a 15 year old runaway child from the Cayo District, reported missing by her father, and was later found in Dangriga in the company of an interdicted police officer in Dangriga, identified as 28 year old PC Rupert Thomas.
According to reports Police Constable seduced the 15 year old minor, who during their time together allegedly had sexual intercourse with her at Seine Bight Village, Stann Creek District.
A medical examination was conducted on the minor that certified that the child is carnally known.
28 year old Police Constable Rupert Thomas has since been charged for the offense of Carnal Knowledge, and will be spending the next three months on remand at the Belize Central Prison.
It also must be noted that this is not his first offense of this nature. In December 2013 PC Rupert Thomas was arraigned in court for allegedly fondling a 14 year old girl while she slept. The fourteen year old girl had allegedly run away from home and had spent the night at the resid

The video depicts three friends on a night out, dressing up, drinking, dancing and flirting, before one of them is approached by a hooded assailant outside a nightclub. It closes with a shot of the woman lying on the ground, and the slogan: “You are responsible, you can do something about it.”

The film was one of three commissioned by Baránya county police in a £9,000 crime-prevention initiative, and premiered at a cinema in Pécs, Hungary’s fifth largest city, last Friday.

“Official copies have been handed over to local school board representatives so that they can show it to students during crime prevention discussions,” the police said in a press release. “The films feature popular local actors and Fanni Weisz, an equal opportunities activist and the ‘official face’ of Pécs.”

The Association of Hungarian Women launched an online petition calling on the police to make public safety education videos that “address the offenders, not the victims”.

Éva Cserháti, of Hungary’s Women United Against Violence (NaNe), told the Guardian the video caricatured female sexuality “almost to the level of a soft-porn movie” and suggested “that women should not drink or have fun in a way that is not completely acceptable to men, because this sort of behaviour is provocation”. She said the video “intentionally spreads some of the worst ideas of an extremely socially conservative and patriarchal society”.

A fingerprint examiner with the FBI in Clarksburg, W.Va., was recently arrested on charges of disseminating child pornography from his Greene County home.


The charges were filed by the state Attorney General’s Bureau of Special Investigation — Child Predator Section after an agent was able to download files depicting children in sexual situations from the suspect’s computer through file sharing.


According to the affidavit, one video involved young girls under the age of 12, another showed a girl who appears to be between 11 and 13 years old and the third involved a boy who appeared to be between the ages of 11 and 13, all in various stages of nudity and engaged in various sexual acts.

MADISON COUNTY, Ill. – An Alton, Illinois police officer is accused of destroying evidence. Now, he has been indicted on a felony charge of official misconduct.

Jonathan K. Forrler, 38, is accused of destroying forensic evidence gathered as part of a sexual assault case. According to the indictment, the evidence included a rape kit and clothing.
The Madison County State's Attorney's Office says someone notified it over the summer that evidence was missing from the Alton Police Department. So the office, along with the FBI and Illinois State Police, launched an investigation. Authorities say they found missing evidence in 130 cases.
Forrler, who was working as an evidence officer, was charged in the sexual assault case because of the strict standards the law holds when it comes to handling rape kits. Madison County State's Attorney Thomas Gibbons says the missing evidence will allow felons to walk free in dozens of cases. His office notified the defendants in all 130 cases of the situation.
Gibbons says a very thorough investigation did not find any malicious intent behind the missing evidence, but investigators are convinced Forrler destroyed evidence on purpose. A detective for the Los Angeles Police Department who once investigated sexual assault cases killed himself Thanksgiving morning after two relatives accused him of sexually abusing them, authorities said Friday.

Kennebec County Superior Court Judge Donald G. Alexander imposed the sentence Thursday on John H. Kenoyer, 65, the FBI's former Augusta bureau chief.

Kenoyer was charged early last year. He pleaded guilty in June to nine charges, including unlawful sexual contact, assault and gross sexual misconduct.

The boy’s mother found text messages between her son and Williams referencing sexual acts. When interviewed by officers of the Citrus County, Florida, Sheriff’s Office, and later by CID, the boy said he attended the center while in 7th grade and participated in the P2M programs. One day while at the center, Williams asked the boy to go to the attic of the center to get equipment. Once there, Williams asked the boy to take his clothes off. The boy refused. Williams put the boy’s hands on Williams’ genital area, and Williams then touched the boy’s genital area. Williams was about 25 years old, and the boy 12 years old, during this incident. Williams also sent the boy at least one photo of his exposed genital area.

FBI Informant Faces Criminal Trial in Key West

An FBI informant behind the controversial terrorism prosecution of two mentally ill men in Seattle, Wash., is now facing criminal charges in Florida for using a stolen credit card and failing to register as a sex offender.

Robert Childs, 38, is awaiting trial in Monroe County. Key West police arrested him July 3 on Duval Street, the main entertainment drag of the nation’s southernmost city.
Childs is one of the FBI’s more than 15,000 registered informants. Many of these informants join the FBI’s ranks after being convicted of crimes, enticed by reduced sentences and the potential for six-figure paychecks.
Childs was convicted of child molestation and child rape, court records show. After those convictions, he was arrested for failing to register as a sex offender in California, Oregon and Washington state.
None of those offenses prevented Childs, a baby-faced man who alters his appearance by changing his facial hair, from making a lucrative career as an FBI informant, earning tens of thousands of dollars per month.
His work with the nation’s lead law enforcement and domestic counterterrorism agency, which has an annual budget of $8.4 billion, began on the opposite end of the country.
On June 3, 2011, Childs called the Seattle Police Department and told detectives that a friend of his named Abu Khalid Abdul-Latif was interested in attacking a military installation in Tacoma, Wash. Abdul-Latif had already recruited an accomplice, Walli Mujahidh, Childs claimed.
Seattle police referred Childs to the FBI, which then launched an elaborate and months-long counterterrorism sting operation to nab Abdul-Latif and Mujahidh as would-be terrorists. Childs would be the agent provocateur.
Wearing an FBI wire, Childs recorded hundreds of hours of conversations with Abdul-Latif about launching an attack in retaliation for alleged U.S. atrocities in the Middle East. They initially plotted to attack a military base, but together deemed the target too risky, given the armed guards and fortification. Instead, Abdul-Latif suggested an incoming troop processing station.

“Imagine how many young Muslims, if we’re successful, will try to hit these kinds of centers. Imagine how fearful America will be, and they’ll know they can’t push Muslims around,” Abdul-Latif told Childs, according to FBI records.
Abdul-Latif bought a bus ticket for Mujahidh, who lived in Southern California, to come to Seattle. They needed to select a password for Mujahidh to collect the ticket. Abdul-Latif suggested “jihad.” He and Childs laughed about the word choice, and then Abdul-Latif settled on “OBL,” for Osama bin Laden.
But Abdul-Latif and Mujahidh had no contacts with terrorists overseas or in the United States. They also had no weapons, no access to people who could sell them weapons, and little money to buy weapons even if they found a black-market arms dealer. In fact, Abdul-Latif had filed for bankruptcy protection, listing $800 and a 1995 Honda Passport with 162,000 miles as his only assets.
The two men were also mentally ill. Abdul-Latif, whose birth name was Anthony Davis, had a history of huffing gasoline and had attempted suicide because he “felt lonely and had no use to live,” according to a psychologist’s report. Mujahidh, whose real name was Frederick Domingue Jr., had been diagnosed with schizoaffective disorder, which made it difficult for him to distinguish reality from fantasy.

Childs was law enforcement’s only source who claimed Abdul-Latif and Mujahidh were terrorists on the make. And he wasn’t an unbiased source. He owed thousands of dollars to Abdul-Latif and had even tried — unsuccessfully — to steal his wife, according to an interview Binta Moussa-Davis, Abdul-Latif’s wife, gave the Seattle Times.
Nonetheless, the FBI paid Childs $90,000 to lead the sting operation in which he provided Abdul-Latif and Mujahidh with three assault rifles as part of their plan to attack the military recruiting station. Abdul-Latif and Mujahidh didn’t know how to use the guns the FBI had provided as part of the sting.
“This is an automatic?” Abdul-Latif asked Childs as he held up the gun in a parking garage, according to the FBI affidavit.
Childs then showed him how to switch on the fully automatic setting.
FBI agents rushed into the parking garage and arrested Abdul-Latif and Mujahidh. They were charged with conspiracy to murder officers and agents of the United States, conspiracy to use a weapon of mass destruction, and four firearms counts.
Abdul-Latif and Mujahidh both pleaded guilty. Abdul-Latif received 18 years in prison and Mujahidh 17 years. They are two of more than 175 defendants since 9/11 who have been prosecuted following FBI counterterrorism stings — aggressive operations often led by undercover informants that a Human Rights Watch report in July criticized for targeting “particularly vulnerable people, including those with intellectual and mental disabilities and the indigent.”

After the counterterrorism sting, Childs resurfaced with shoulder-length dreadlocks and a scraggly beard as a member of the Clandestine Insurgent Rebel Clown Army, a Seattle activist group whose members dress like clowns during protests. Childs’ cover was blown when activists there linked him to the case of Abdul-Latif and Mujahidh and exposed him on social media, posting photographs and warning others that he works for the FBI.
Childs then moved to Key West. It’s unclear whether he continued to work for the FBI while in Florida. FBI officials declined to comment for this story.
According to a police report from Key West, an officer responded to a call on July 3 from a Johnny Rockets restaurant about the fraudulent use of a credit card.
William Reed, the restaurant’s manager, said Childs was an ex-employee who rang up five transactions totaling $863.11 on a stolen American Express card. The security camera footage showed Childs at the register during each transaction, and all of the transactions were linked to Childs’ employee identification number.
The Key West police officer confronted Childs at his new job as a bartender at Pinchers Crab Shack. The officer also discovered that Childs was a sex offender and had not registered as one in Florida, as required by state law. Childs told police he did not register as a sex offender because “he was hiding from a previous case he worked with detectives in Seattle, Wash.,” according to the police report.

The one impacted the most is from Grayson County near Galax where Moore worked with the Twin County Drug Task Force. Traffickers from California allegedly brought in pounds of meth and buried it in the woods next to a stash house.

Moore wrote the criminal complaints against the ringleaders of the operation which now has 11 defendants. Four of them have a jury trial next year that still needs to be set because of the mess. Most of the others pleaded guilty right around the time Moore was first investigated for his own criminal acts.

Six were supposed to be sentenced around this time but that's now delayed and some lawyers are taking a fresh look at their cases to see if Moore maybe mishandled anything.

They tell WDBJ7 they don't have any evidence of that right now, but because Moore was meddling with other defendants, it certainly is due diligence.

"I want to know if there's more or not," said attorney David Damico, who represents one of the defendants. "I want to fully investigate it to see about any implications for my client."

Damico's client, Cristian Perez, pleaded guilty to two counts of conspiracy to distribute meth and four counts of actually dealing it. The plea happened in late September, a few weeks after the first woman came forward alleging Moore offered a possible lighter sentence for her crimes in exchange for a sex act in his DEA vehicle. Perez had a sentencing set for January 5, but it's been continued without any new date set.

Colchester police missed multiple opportunities to discover that a longtime detective was a heroin addict and possibly stealing drugs, guns and other property from the evidence locker.
That's the conclusion from a new independent investigation into the department's handling of the case of Tyler Kinney.
The report, released by the town Wednesday, notes Colchester police received allegations in June that Kinney, a detective corporal, was involved in an improper sexual relationship with a suspect and using heroin with the man.
Two police commanders rejected the accusations as unfounded but never filed the mandated reports, the investigation noted.
Those allegations turned out to be true, the report and court papers state.
Also, Colchester police employees had gone more than 20 years without receiving individual performance evaluations until Police Chief Jennifer Morrison arrived in July 2013.
"I'm not interested in looking backwards. I'm not casting aspersions on the past. This happened on my watch and I'm accountable for the performance of this agency," Morrison told the Burlington Free Press.
Kinney, 39, of Jericho resigned after his arrest in November on federal heroin and stolen gun charges. The 12-year police veteran was in charge of the police evidence locker from February 2012 until his arrest.
Private investigator Daniel Troidl paints a picture of the evidence locker as a goldmine for Kinney to raid. Two weapons are missing. Nine others are unaccounted for due to incomplete records or the age of the cases, some more than 25 years old.
Kinney stole one handgun from the evidence room and gave it to a convicted felon, Peter Burnett, 25, of Burlington, who said he needed protection, court records show. Burlington police seized drugs and the gun when they raided Burnett's North Avenue apartment Nov. 10, and the police corruption case began to unwind. Burnett has pleaded not guilty to a federal charge of being a felon in possession of a firearm

Two cases of child pornography possession were uncovered within the walls of the Vatican last year, along with numerous other crimes in the city state, the Holy See’s prosecutor general has announced.

Following worldwide allegations of sex abuse by priests, Gian Piero Milano, the Holy See’s Promoter of Justice, said the Vatican was now taking action against paedophilia in the heart of the Catholic church.

Unveiling the Vatican’s justice report, Milano stopped short of naming those accused of possessing child pornography. Holy See spokesman Federico Lombardi however identified Josef Wesolowski, a disgraced former ambassador, as one of the people facing charges.

Wesolowski was stripped of his diplomatic immunity last year following accusations that he abused young boys during his time as envoy to the Dominican Republic. The Polish former archbishop is currently awaiting trial at the Vatican, in what will be the first sex abuse trial ever held at the Holy See

A police officer and two councillors have been accused of abusing victims of the Rotherham child sexual exploitation scandal, it was claimed today.

Allegations that a police officer abused girls and passed information to abusers preying on vulnerable girls in the town are being examined by the police watchdog, according to The Times newspaper.

South Yorkshire Police is said to have referred the matter to the Independent Police Complaints Commission for investigation.

A second officer is also believed to be under investigation over claims he failed to take action after receiving information about his colleague’s alleged conduct.

The National Crime Agency, described as the British FBI, is also said to be investigating allegations that two Rotherham councillors abused girls during the 16 years examined by Professor Alexis Jay in her report on child sexual exploitation in Rotherham.


It comes as the findings of an independent inspection of Rotherham council by Louise Casey, the director-general of the Government’s troubled families programme, are published today.

The report will be presented to Parliament this morning and published on the Department of Communities and Local Government website shortly afterwards. Secretary of State Eric Pickles, who ordered the inspection, will make a statement this afternoon.

Rotherham MP Sarah Champion tweeted this morning: “Statement will be made today about the Casey report into Rotherham. I’ll do all I can to make sure we get the support & resources needed.”

An IPCC spokesman declined to comment on the new allegations made against the police officer and councillors in Rotherham.

He said: “The IPCC’s independent investigation into the conduct of 10 South Yorkshire Police officers in relation to their handling of reported child sexual exploitation in Rotherham is ongoing. This is a large and complex investigation.

“Since we announced our investigation we have received 20 individual complaints. Work is ongoing to assess these complaints to determine whether they are new allegations or matters already under the remit of our investigation.

“We have also been liaising with the National Crime Agency in relation to their investigation examining criminal allegations of non-familial child sexual exploitation in Rotherham to ensure nothing is done to prejudice any future potential criminal prosecutions and both investigations deal with the victims as sensitively as possible.”

A South Yorkshire Police spokeswoman said: “South Yorkshire Police has referred a number of complaints to the Independent Police Complaints Commission.

“As publicly announced by the IPCC, their investigation the conduct of 10 officers in relation to their handling of reported child sexual exploitation in Rotherham is ongoing.

“Further referrals are currently under review by the IPCC.

“We remain committed to assisting them with their independent investigation into any alleged misconduct.”

Professor Jay found that between 1997 and 2013 an estimated 1,400 children were abused by largely Pakistani heritage men while authorities failed to take action because of cultural sensitivities around the ethnicity of offenders.

She said the victims were subjected to ‘appalling levels of crime and abuse,’ which involved them being trafficked to other towns to be raped.

— The former chief internal watchdog at the FBI has pleaded guilty to sexually assaulting a 6-year-old girl and has admitted he had a history of molesting other children before he joined the bureau for a two-decade career.

John H. Conditt Jr., 53, who retired in 2001, was sentenced last Friday to 12 years in prison in Tarrant County court in Fort Worth, after he admitted he molested the daughter of two FBI agents after he retired. He acknowledged molesting at least two other girls before his law enforcement career, his lawyer said.


"The problem these people have is they don't really feel like it is their fault," Goldsmith said. "The treatment doesn't work unless you admit you are the one who instigated it, and he did that."

An Italian policeman used the host-a-traveller website Couchsurfing.com to lure young women to his home where he allegedly drugged and sexually assaulted them, according to people familiar with the case and the alleged victims.

Dino Maglio, a 35-year-old who lives in Padua and went by the name of Leonardo on his Couchsurfing profile, is facing trial in March accused of raping an Australian woman, who was 16 at the time of the alleged attack and was travelling with her mother and sister. According to prosecutors, he has admitted to drugging her with a tranquilliser and having intercourse even though he knew she was a minor.

Jim Clemente writes now. Books, screenplays.

The former FBI agent worked on all sorts of high-profile cases, mostly involving sex crimes against children. His latest project is writing the season finale for the television show "Criminal Minds."
He welcomes the change after 22 years with the FBI's Behavioral Analysis Unit — the folks most colloquially known as profilers, the investigators who get inside the minds of criminals.
He worked the JonBenet Ramsey case, was a first responder to the World Trade Center on Sept. 11, 2001, and was asked to offer counsel on interrogation practices at Guantanamo.
He's no stranger to controversy. He called what was happening to detainees at Guantanamo torture. He studied Penn State coach Joe Paterno's role in the Jerry Sandusky sex crimes case and determined Paterno didn't cover up the crimes. Clemente's seen it again and again. The nice-guy offender, the one so beloved no one would suspect.
Thursday, Clemente will bring the message to Greenville that an offender often can be the nice guy. He speaks at the Julie Valentine Center luncheon, which begins at 11:30 a.m. at the TD Convention Center.
"The vast majority are victimized by people they know and people they love," Clemente said in a telephone interview.
Vast majority meaning 99.99 percent, he said. Monster predators and stranger danger have worked their way into the lexicon. But they are words that took those who work with children way down the wrong road.
"People expect to know when a child sex offender walks in the room," Clemente said.
That high-profile community leader, that professional, that volunteer. No way, people say.
Clemente says most certainly. Like the man who abused him when he was a child — the director of a Catholic camp. The man who praised him and made him feel special. The man who asked him to stay over for a week to help close the camp.
It turned into a week of abuse and decades of self-doubt and shame. When he told his priest what had happened, the priest said, "I forgive you. Ten our fathers. Ten Hail Mary's. Now don't tell anyone."
In his case, Clemente had a position of power. He was a prosecutor in the mid-1980s in New York when his brother told him some photos of young boys had been found in the office of the man who abused Clemente. Steeling himself against the fear of his family, co-workers and friends finding out what had happened, he was able to get an investigation launched.
He wore a wire and collected enough evidence to see that the man was charged and convicted in two cases other than his own. The investigation showed the man had abused almost 100 children over 30 years. He had worked in 13 Catholic schools, moving each time an allegation surfaced.
The investigation led to Clemente being recruited by the FBI, where he focused on child sex crimes. He has spoken to dozens and dozens of abusers to try to understand the way they think, why they do what they do. He has taught new agents how the offenders got away with it.

BUFFALO, NY - A Special Agent working in the Buffalo office of the FBI is due in Eden Town Court later this month, after being arrested by New York State Police last Friday night, charged with exposing himself to a fellow motorist on the New York State Thruway.

State Police Lt. David Denz confirmed for WGRZ-TV that John A. Yervelli Jr., 48, of Lakeview, was charged with Public Lewdness, a class B misdemeanor, punishable by up to 90 days in jail.

According to Denz, a truck driver from central New York was traveling in the right lane while east bound on the Thruway near mile marker 442, between Exits 57 and 57A, when he noticed a grey minivan pull alongside him in the passing lane.

The trucker told police that when he looked down, he noticed the driver of the other vehicle (who had turned his dome light on) was not wearing pants.

"At that point the complainant stated that the driver of the minivan was exposing himself and making lewd gestures," Denz told 2 On Your Side.

Denz says the trucker called police, who then intercepted the minivan at the Hamburg toll plaza, where the trucker also went to identify Yervelli. Denz said it appeared Yervelli was wearing pants when he was pulled over.

"He denied exposing himself," Denz told Channel 2, but added that "inconsistencies" in the account given by Agent Yervelli lead State Police to file charges.

A source says Yervelli insisted to the trooper who pulled him over that he was attempting to relieve himself into a bottle while he was driving. However, the location where he said that occurred was within a few miles (or minutes) of the exit he was headed to, and even closer to a Thruway rest stop.

"I don't want to give you too many specifics as far as what he stated, but he made statements that would lead you to believe that the truck driver's story was credible," Denz said.

NEW HAVEN (AP) - A retired FBI agent was indicted Friday on federal child sex charges dating back more than a decade when he was a Boy Scout leader.
William Hutton, 63, of Killingworth, was arrested Friday. The federal grand jury indictment accuses Hutton of enticing a member of his Scout troop to Maine for the purpose of sexual activity in 1994 and 1995.

"It's obviously devastating. He was an FBI agent in this district and was reputed in this district," defense attorney Hugh Keefe said.

"The people who worked with him in the U.S. attorney's office and FBI respected him."

Keefe said the investigation has been going on for years. He would not discuss the details of the case or how the allegations surfaced.

Investigators asked anyone who knows anything about the case to call the FBI. U.S. Attorney Kevin O'Connor said that's standard practice whenever there might be more victims.

"In any case that's a concern," O'Connor said. "Whether that's the situation here I can't say."

If convicted on all four charges, Hutton faces up to 30 years in prison and up to $250,000 in fines.

Hutton was released on a $200,00 bond. He may not own any firearms or have any unsupervised contact with children. He was also ordered to stay away from playgrounds, schools, arcades or anywhere children congregate.

Two daughters of former state and federal law enforcement official Edward Rodgers were awarded $2.319,400 yesterday, after a Denver judge and jury found that the women suffered years of abuse at the hands of their father.

The award to Sharon Simone, 45, and Susan Hammond, 44, followed testimony of Rodgers’ four daughters in person or through depositions, describing repeated physical abuse and sexual assaults by their father from 1944 through 1965.

Rodgers, 72, who became a child abuse expert after retiring from the FBI and joining the colorado Springs DA’s office, failed to appear for the trial. But in a deposition taken in March, Rodgers denied ever hitting or sexually abusing his children.

On child indecency accusations

MOBILE, Ala. - Mobile Police arrested 52-year-old Phillip Kent Baxley on child indecency charges. Baxley is a local attorney in Mobile, but he's also a former coach and acting president for the Mobile Soccer Club.

"I'm surprised to hear it," said Mobile Soccer Club Director, Mohammed Elzare. "He's a former FBI agent and attorney. So we're definitely saddened to hear this."

Baxley was arrested at his Dauphin Street office on a fugitive felony warrant out of Harris County, Texas.

Texas police officers say Baxley was involved in an incident with a nine-year-old girl in 2004.
Investigators say it happened at a family member's house in a Houston suburb, but the girl waited some time before saying anything.

"When the victim, the nine-year-old made the outcry she was interviewed in another county and all of the information was forwarded to us and the investigation went from there," said Lt. Wade Conner with the Deer Park, Texas Police Department.

Mobile Soccer Club Board Members say they were blind-sided by the news on Monday. For now, the board likely plans to distance itself from Baxley.

"Stopping ties until this situation is resolved and hopefully it comes out to a good outcome," said Elzare.

But Texas investigators are confident the charges will stick, despite Baxley's background. "If they're a pedophile then we deal with them all the same," said Wade. "It doesn't matter what they do for a living."

Baxley is locked up in the Mobile County Jail. That's where he'll stay until he's extradited to Texas.

Former FBI analyst sentenced in child sex case


A 17-year veteran of the FBI will serve seven years in prison for having sexual relations with a young girl in Spotsylvania County, a judge ruled yesterday.

Anthony John Lesko, 44, entered an Alford plea yesterday in Spotsylvania Circuit Court to nine counts of felony indecent liberties upon a child.

Lesko, who later moved to Jacksonville, Fla., worked as an intelligence analyst at the FBI for 17 years, according to his attorney, James A. Carter II. He is a major in the U.S. Army Reserves and has received numerous military awards.

An Alford plea means Lesko doesn't admit guilt but believes there is enough evidence for a conviction. Under the terms of the plea, he was sentenced to seven years in prison with another 15 years suspended.

According to Roberts, when she was 17, Epstein forced her to have sex with Prince Andrew three times, if not more, in London, New York and the U.S. Virgin Islands.

Epstein, who called Roberts’ allegations “outlandish,” served 13 out of an 18-month sentence for soliciting prostitution from underage girls in 2008.

A veteran Miami-Dade County police sergeant, already facing charges for plying a 15-year-old boy with drugs and alcohol and masturbating in front of him, was charged Thursday with 12 counts of possessing child pornography, his lawyer said.

The graphic videos, part of a collection of 69 videos that Miami-Dade Det. Juan España said were taken from James Edwards III’s personal computer, were found at his home after officers arrested him last August and charged him with lewd and lascivious conduct and exhibition. That case is still pending.

“The videos found depicted pornography involving young males naked and engaged in sexual acts, including oral and penile,” España wrote in a fact sheet supporting the arrest warrant.

SAN DIEGO - A Border Patrol supervisor accused of putting a camera in a woman's bathroom inside the Chula Vista office also holds a security guard license by the state and had a former license for a business called "American Police Supply," Team 10 learned.

Armando Gonzalez, 46, of El Cajon, was cited by police for peeping on January 9. Police said he was not booked and was released on a written promise to appear in court.

In an email to Team 10 about the incident, police said, "Officers responded to 301 Athey Ave. regarding a camera hidden inside a women's restroom located on the Border Patrol compound at 3700 Beyer Blvd."

It was not clear how many images were involved, if any, and how many women may be affected, if any.

Team 10 investigator Allison Ash went to Gonzalez's home Thursday afternoon. He declined an on-camera interview, but he said he was innocent and called the whole thing a "misunderstanding."

Sources within the San Diego Border Patrol told Team 10 that agents have been ordered not to speak to the media about the incident, and that the department is taking the allegations very seriously.

Gonzalez's attorney is Gretchen von Helms, the same attorney who defended former San Diego police officer Anthony Arevalos. Arevalos was convicted after a series of incidents where he was accused of asking women he pulled over for sexual favors.

In the CISD: The FBI was in town last week talking to students at Church Hill Middle School. Two agents with the Federal Bureau of Investigation (out of the San Antonio FBI office) discussed internet safety with students as part of Digital Citizenship Week. Special Agent Larry Baker and Special Agent Rex Miller warned students about child predators that use social networking sites to disguise their true identity by pretending to be another student. They also warned about the dangers of sharing personal information over the internet, and also talked about the dangers of “sexting,” even with people you know, noting that it’s illegal to send or receive such messages. And their statistics show that 40% of those photos get sent on to others you may not trust.

Tyler Stone, 30, surrendered to the San Bernardino County Sheriff’s Department on Thursday night after a county judge issued an arrest warrant on two charges of oral copulation with a person under 18, unlawful sexual intercourse with a minor and annoying or molesting a child under 18.





Stone worked for the Ontario Police Department for less than four years and was with the department until Dec. 22, when he resigned after San Bernardino County detectives opened an investigation and his department suspended him.

Officials said that Stone “met the victim while he was on duty and later developed a sexual relationship with her.” Stone allegedly molested the girl in Ontario and in his home in Rancho Cucamonga while off duty.

After surrendering to authorities, Stone was booked into jail. He posted $150,000 bail and was released about 3:30 a.m. Friday. No arraignment date has

— It’s hard to spot and it’s hard to talk about, but the troubling reality is children are being exploited across the country — including here in Western Mass.

“It’s pretty common,” says Ian Smythe, a Crimes Against Children & Trafficking Agent for the FBI. “Researchers estimate like 3 in 5 girls have been sexually exploited or approached before they’re 18 years old and 1 in 5 boys and those are only based on the numbers we have.”

FBI Agents say the best tool for fighting trafficking is collaboration with other law enforcement agencies and folks on the front line.

Friday morning, state and federal agencies held a conference with local social workers and medical staff, teaching them what to look out for.

“It’s so hard to notice when this happens, because kids might present to the emergency room with things that aren’t related to this,” says Dr. Barry Sarvet, Chief of Child Psychiatr at Baystate Health. “They won’t come forward and say I’m a victim of sex trafficking, so we have to teach the professionals who are working on the front lines, especially the ED, to recognize the warning signs.”

Smythe adds, “It’s those troubled kids , the ones that are having the problems — the ones that they’d normally be reporting in this type of environment, in a medical environment anyway — we’re just asking them to put on a second set of glasses and look at it as a potential greater issue.”

The goal is to end exploitation, but many children have already fallen victim, and the sooner they can get help and enter treatment, the better.

Dr. Sarvet says these scars can last a lifetime, often surfacing in the form of substance abuse or chronic illness.

“These kids are suffering from all forms of trauma related mental health problems, PTSD, and they also have the effects of all the trauma that last their whole lives,” says Sarvet.

FBI agents say combating child trafficking is difficult in Western Mass because the children who are being exploited aren’t always in the area for long. Unlike the Boston area, Western Mass has a more transient population, making it tough for agents to track down the children who are being exploited, and the people

Washington (CNN) -- An FBI employee shared confidential information with his girlfriend, who was a news reporter, then later threatened to release a sex tape the two had made.

A supervisor watched pornographic videos in his office during work hours while "satisfying himself."

And an employee in a "leadership position" misused a government database to check on two friends who were exotic dancers and allowed them into an FBI office after hours.

These are among confidential summaries of FBI disciplinary reports obtained by CNN, which describe misconduct by agency supervisors, agents and other employees over the last three years

BUFFALO, NY - A Special Agent working in the Buffalo office of the FBI is due in Eden Town Court later this month, after being arrested by New York State Police last Friday night, charged with exposing himself to a fellow motorist on the New York State Thruway.

State Police Lt. David Denz confirmed for WGRZ-TV that John A. Yervelli Jr., 48, of Lakeview, was charged with Public Lewdness, a class B misdemeanor, punishable by up to 90 days in jail.

According to Denz, a truck driver from central New York was traveling in the right lane while east bound on the Thruway near mile marker 442, between Exits 57 and 57A, when he noticed a grey minivan pull alongside him in the passing lane.

The trucker told police that when he looked down, he noticed the driver of the other vehicle (who had turned his dome light on) was not wearing pants.

"At that point the complainant stated that the driver of the minivan was exposing himself and making lewd gestures," Denz told 2 On Your Side.

Denz says the trucker called police, who then intercepted the minivan at the Hamburg toll plaza, where the trucker also went to identify Yervelli. Denz said it appeared Yervelli was wearing pants when he was pulled over.

"He denied exposing himself," Denz told Channel 2, but added that "inconsistencies" in the account given by Agent Yervelli lead State Police to file charges.

A source says Yervelli insisted to the trooper who pulled him over that he was attempting to relieve himself into a bottle while he was driving. However, the location where he said that occurred was within a few miles (or minutes) of the exit he was headed to, and even closer to a Thruway rest stop.

"I don't want to give you too many specifics as far as what he stated, but he made statements that would lead you to believe that the truck driver's story was credible," Denz said.

NEW HAVEN (AP) - A retired FBI agent was indicted Friday on federal child sex charges dating back more than a decade when he was a Boy Scout leader.
William Hutton, 63, of Killingworth, was arrested Friday. The federal grand jury indictment accuses Hutton of enticing a member of his Scout troop to Maine for the purpose of sexual activity in 1994 and 1995.

"It's obviously devastating. He was an FBI agent in this district and was reputed in this district," defense attorney Hugh Keefe said.

"The people who worked with him in the U.S. attorney's office and FBI respected him."

Keefe said the investigation has been going on for years. He would not discuss the details of the case or how the allegations surfaced.

Investigators asked anyone who knows anything about the case to call the FBI. U.S. Attorney Kevin O'Connor said that's standard practice whenever there might be more victims.

"In any case that's a concern," O'Connor said. "Whether that's the situation here I can't say."

If convicted on all four charges, Hutton faces up to 30 years in prison and up to $250,000 in fines.

Hutton was released on a $200,00 bond. He may not own any firearms or have any unsupervised contact with children. He was also ordered to stay away from playgrounds, schools, arcades or anywhere children congregate.

Police want violence against officers to be hate crime

The National Fraternal Order of Police wants violence against police officers that's motivated by anti-police bias to be added to the Congressional hate crimes law.

F.O.P. National President Chuck Canterbury recently told USA Today the organization that represents 330,000 members in every region of the country will ask Congress to update the hate crime statute to better protect the men and women in blue.
Local police officials support the effort.
Ouachita Parish Sheriff Jay Russell said some people could harm police officers simply because of their hatred for authority. Hate crimes come with stiffer punishment and penalties with federal authorities stepping in for investigation and prosecution.

A Lawrence court officer is expected to be arraigned today on charges of raping a shackled female inmate.

Lawrence District Court Officer Jose F. Martinez, 46, was charged with three counts of rape and four counts of indecent assault and battery Wednesday. He is accused of raping the inmate on three separate occasions.

A U.S. Border Patrol supervisor who was under investigation for allegedly installing a camera in a women's restroom has been arrested.

U-T San Diego reports Armando Gonzalez was taken into custody Friday in San Diego County. FBI spokesman Darrell Foxworth says charges are sealed until Gonzalez appears in federal court Monday.

Gonzalez was issued a citation in January for allegedly installing a camera in a restroom at a Border Patrol station in San Diego. San Diego police said at the time that he was accused of peeping with a recording a device.

WASHINGTON >> A watchdog report faulted the Justice Department on Wednesday for its handling of sex offenders enrolled in the national witness protection program, saying there were insufficient safeguards to protect the public.

The department’s inspector general identified 10 participants who had been convicted of a sex crime, such as rape or a sexual assault, before being admitted into the program. Of those, four were granted waivers to registration requirements ordinarily in place for sex offenders.

“We believe that a waiver of the registration requirement with no alternative procedures in place to monitor these individuals does not strike a balance between the safety of witness and the risk to the public, but instead elevates the security of the witness over the risk to the public,” the report states.

The Justice Department said the 10 previously convicted sex offenders are no longer with the program and that no one who was granted a registration waiver was convicted of a new sex crime while with the program. It said four of the 10 were convicted before there was any legal requirement to register and before a federal law was passed that granted the attorney general the authority to waive registration.

The program was created in the 1970s, primarily to offer protection, relocation and often new identities for witnesses in organized-crime cases.

Less than four weeks before Scott Kimball started killing people, then-U.S. Attorney John Suthers signed the order that transferred the habitual criminal and escaped convict to Colorado and set in motion his ill-fated career as an FBI informant.

Suthers, now Colorado's attorney general, does not have "any specific recollection about involvement in the case," said Mike Saccone, spokesman for the attorney general's office. He said Suthers was unavailable for further comment.

The document approving the transfer, which was recently unsealed by a federal judge, was signed by Suthers on Dec. 24, 2002 — just days after Kimball's release from a Lakewood prison in a deal in which he promised to provide information about a murder-for-hire plot involving a witness in a drug case.

A Denver Post reporter who approached Suthers at the state Republican convention to give the attorney general another opportunity to respond was referred to Saccone.

The "Rule 20" document is among court papers that were recently unsealed by U.S. District Judge Marcia Krieger, and they shed new light on the dealings of federal prosecutors and FBI agents with Kimball.

While out on the streets in 2003 and 2004, he murdered three women and his uncle, evading suspicion for years before the fathers of two of the victims pressed for a new investigation that unraveled his elaborate web of deceit.

The unsealed papers, in conjunction with other documents, raise new questions about the diligence with which federal prosecutors and agents looked into Kimball's background before making him a paid "confidential human source."

In 2000, for example, a federal judge in Montana, in a stern ruling, determined that Kimball was "impossible to supervise in a community setting" and concluded "you're irresponsible, untruthful and simply do what you want to do regardless of the rules and conditions imposed by this court." And in 2001, he had escaped from a low-security Montana prison.

The documents also show that some details of his dealings with FBI agents were not shared with the federal judge who presided over the plea deal. Kimball was paid approximately $20,000 by the FBI, according to the documents.

Boulder District Attorney Stan Garnett, who plans to challenge Suthers in the November election and who prosecuted Kimball for the killings, said he was flabbergasted by the picture painted by the newly unsealed documents.

"This is one of the worst plea bargains in the history of the world," he said. "To give this kind of guy with four prior felonies this kind of bond and freedom so he could go and commit these murders is unbelievable."
